Is there a way to customize the default hotkeys in windows xp? For example, currently win+e opens "My Computer" and win+r opens the run dialog. Is there a way to either change the target of the hotkeys or remap the hotkeys?

I sounds like you need AutoHotKey this open-source utility can automate almost anything by sending keystrokes and mouse clicks. You can write macros by hand or use the macro recorder. You can also create hotkeys for keyboard, mouse, joystick, and handheld remote controls. Virtually any key, button, or combination can become a hotkey.
